I'm decently new to PLO, and therefore am mostly a nut peddler... Is there anywhere that I can get a chart and/or idea of how many outs I have in any particular situation, and what kind of odds I need... Obviously, I know them in NL (or pretend to), but sometimes I'm kinda lost in PLO...

For instance... I have ... Flop is and someone pots it at me... Call, raise, meh... That kinda crap....

In that situation at least for me it depends on how big a pot bet is. Say I'm playing $100 and the pot is unraised with 3 limpers. A pot bet is $3, thats an easy call. If a pot bet is $20 I probably fold, this guy obiously likes his hand so you are only going to see one card, because he is likely to push any safe turn card. Your outs can be calculated very similar to holdem, 15 outs makes it almost about 50/50. In the above hand if the flop is Ax I am going to make a raise for sure, In that case someone with a better str8 draw is probably going to have to fold and worst case scenario you are a about 1:5:1 vs a set.

Ok so with some of the offending hands added in my numbers are not quite as maniac. I am still lagging it up by my PFR is now only 7%. I still have been limping with AK AQ and raising suited connectors suited gappers and connectors.
