I thought the first call would look suspicious but now a second call might be even more so but pushing could scare him too.

I think I'd flat call and half-pot the turn regardless of what it is. I guess both of them must have some kind of 7, and they're drawing effectively dead (unless someone has AA).

I find it almost incredible getting action on a board like that, but sometimes it happens. Particularly with two players in, it just looks to me too much like BOTH have a 7, so I'd just build here as a general rule. I think they're effectively pot-committed anyway.

If they have a naked 7 each, the only problem might be if a flush card hits on the turn. Of course, they've already put out half of their stacks. So, I don't think pushing is bad either.
