Giving cheap cards to win a bigger pot is a useful strategy, but I'm much less certain of it in PLO because of all the possibilities, compared to HE where you aren't against the nuts constantly. Also, since its PL, in order to get their stacks on the river, you have to build the pot on the turn so that if they call the turn, they are pot committed to call the river with how little they have left. Leaving it to a raise on the river, you need someone to make a real bet and then you raise them. Otherwise, you might not be able to get it all.
