PLO $25 - Top set on scary flop against super-looose player

Villain had a quadruple stack when I sat down but has been pissing it away lately. He's playing every pot (vpip 94) and raising way too much (25%). He has all the donk moves, minibetting, bluffing into a big field etc.

I didn't know really what to put him on. How could he be drawing and NOT hit on the turn? I am decently sure that if he hit the straight on the turn he would have led into me, still I get a bit nervous... some wonky two-pair? On the river I've actually convinced myself I'm losing a lot of the time but I am not gonna leave the last dollar out there.

I know, it is hard to make sense of his play... what should I do?

I play it the same way. My hunch is that he's on a draw, and I like making people pay for their draws. If he had a larger stack I probably just check behind on the river, but that's about it.
