Why did you play it so passively on flop and turn?
I would either 3 bet flop or raise turn, then there wouldn't be a question of what to do on the river.
If you are sure that he has a flush and you waited to fill-up then it is an easy push, no one folds a flush. If he can have a TPTK or 2 pairs here then value bet is better, but in this case I don't uderstand your passive play on flop and turn.
