I hate the min raise....either raise big or call.

Why just call? Makes absolutely no sense - you give him every chance to catch up and beat you with 8-9, 10-x A-x bluff, etc.
Also If he's bluffing and he misses the turn he's not gonna pay you off anymore most likely.
You've already got a decent pot there for $38.
Since he had $25 on top of a min-raise to $40, he's got $45. left before you raised. Absolutely no reason to not go all in: force out draws, get value out of a ten, and pay off the set if he got that lucky.
Also If he's bluffing and he misses the turn he's not gonna pay you off anymore most likely.
