Hmm, I have found some low level (NL25c) tables the same. Can't bluff these people as they will call you down with bottom pair and a backdoor (runner runner) draw.
Basically you gotta sit tight and make them pay preflop when you pick up a hand.
JJ+ should be played strong preflop IMO.... and AK is a definate re-raise hand against that maniac who is raising 20% of the time. - Remember he can only hit the flop 1 time in 3, same as you, so chances are AK high or your overpair is good.
I don't think you really need to steal blinds at low level cash tables, you are generally risking 4 big blinds (or the standard table preflop raise) to win 1.5 big blinds and on these types of tables you WILL get call too often to make it worth while.
What I like to do is raise 'for value' in late position. When it is folded around to me I will raise hands that are maybe marginal hands at full ring (KTs.. A8s.. 77 etc ), but still likely to be the best hand out of the remaining players in the pot.... but I am not going to pure steal with garbage like J2o or T3s. etc etc.
Basically play TAG, but maybe throw in the odd raise with hands like 76s T9s... etc, so that you are not viewed as a complete rock.
What you have to remember is these guys will stack off with top pair holding QT when the flop comes Q24 and your sitting with AA!
