im kinda lost on best way to play this hand..villian seems decent, he is a losing player but know how to play most hands in standard way

i generally triple bets. SO id raise to 15bb. But raising to 12bb isnt a real big mistake.

You have to put villian on a hand range here. He can verly likely have a flush draw or TPGK (QT). I would bet the turn, for 22bb. TO charge thedraw to chase and to get maximum value from TP. I would also fold to a CR on the turn.

As you played, I call the river because you could have him out kicked or be bluffing missed spades.

i would rather bet turn because of the draw.

as played.....i think you can safely min-raise the river for value. i think a big hand would bet bigger, and so would a missed spade draw.

this looks a lot like a weaker T. and the stakes are low enough that you won't get 3-bet bluffed here like ever.
