I'm in big blind w [Ks].

UTG folds, Villain (99$ - 40/14 this session) raises 7$, small blind folds, I reraise to 23$. Villain thinks 15 secs then calls.

Flop 47$: [8d][6d].

I bet 15$ (2nd post today where I CB very weak I know... I hardly ever do that)
He calls.

Turn 77$:
Villain has 61$ left, I put him all in.

Yeah, unless you had some advanced play in mind where you thought villain would raise a weak lead no matter what, that flop bet needs to be at least $35. I guess a checkraise is a viable option against a very aggressive player. Problem is, he's never showing a weaker A in this spot, so he either have hit his set or now he is afraid of the A.

I don't think the diamonds are too relevant in this hand; the turn is ugly, but I get it in anyway.
