The only reason I thought about raising the flop was CO was so bad that I was probably ahead of him in both directions. If I could have raised and gotten HU with him I would have but with the size of the pot and the amount of players I though that was unlikely.
The most amusing part of this hand was the results. I don't think anyone was surprised when SB turned over the str8 but CO and I chopped the low and I made a little bit of money on the hand. I'll bet nobody expected me to 1/4!

Well, there's nothing wrong with taking 1/4 when you get counterfeited. 37 is so strong - no one even realizes it...
The reason why you don't want to get heads up with a moron in this case is because you are theoretically only drawing at half the pot. The last thing you want is to push everyone out, and then miss your draw only to give it to the moron. When you catch a very good card on the turn - now is the time to pump it up.
