$25 PLO - Should we be calling these raises Pre-Flop?

I have played a lot of micro-limit ($25) NL

It is standard to call a pre-flop raise of say 4xBB (or $1) when holding a pocket pair for the set value if you make a set on the flop. Most of my winnings at NL were from sets. You might re-raise pre-flop when holding KK or AA or if you know your opponent is in the habit of raising with weak hands.

If you dont make your set you usually fold to a sginificant flop bet.

Is the same strategy applicable to Omaha?

This hand is typical. I have a big pocket pair with only one other card (Ten spades) that has any potential to help make a hand with the others.

Villain is 15/2 after 61 hands.

Should I call the raise pre-flop or fold or reraise?
