I think it is a fold on the flop to the raise. Bluff outs on the turn are silly here because villain is probably only folding if a non-pairing diamond comes (when we don't want him to fold) since his most likely holding is top set. You only have 9 real outs, only two of which are likely to stack him (the K's). Also, hero may not want to fold if river is a 3, pairing diamond etc so reverse implied odd are in effect, not to mention the times hero tries to represent the straight on a T river and gets called.
Bottom line is that hero has top and bottom pair and isn't even drawing to the nut flush on the flop. Top and bottom pair and the K high flush draw are two big traps in Omaha, so this would be a double-trap. Hero is also out of position, making things worse.
