Running it twice

So i finally got around to watching a little High Stakes Poker and i'm not sure i buy this running it twice business. I know its supposed to reduce variance, but it seems like the guy who's behind and needs to draw out is worse off because he's drawing twice from the same set of outs. That is, to win the whole pot, he'll have fewer outs the second time its run. In the most extreme case, like set over set where he's drawing to one out, he cant win the pot at all. The best he can hope for is a split pot.

I don't think the aim is to win the whole pot here, just to win 1 run and get some money back rather than go busto. Running it twice seems pretty dumb to me as it is nearly always going to end in a split pot, run 3 times to create an overall winner or not at all IMO
