If you're folding, you are essentially putting him on K9.
If he is the type to slowplay any other hand on the flop (2 pr, set), then he is probably the type to raise this river with less than QJ. You're good at least 20% of the time here. I wouldn't be surprised to see J8 or a bare 9.

Donks min raise monsters on the river to guarantee a call.
