I think 4-betting preflop is an option. However, we are in position so calling is fine too, and would be my play here.
Personally I don't often 4-bet JJ, because if I have a good hand I am 4-betting hoping to get allin preflop. Typically I try to stick to QQ+, AK for that unless villain is pretty loose or aggro. In this case I don't think that applies. I think against this villain if we 4-bet we fold out everything we beat (except maybe AK) and everything that beats us shoves.
