This is a pretty tough spot, this looks like 9T maybe 64. There really is nothing that that 7 can hit that you beat and there really isn't anything else he can play this way, there really is no 2 pair hand that a decent player plays this way, if he slow played a set you are dead unless its 55. Do you have any kind of history with this villian? Looking at it here a fold seems correct but in the heat of the moment I probably call and kick myself.
