The good thing about lower limit PLO and PLO8 is that (more often than not) there isn't usually a whole ton of raising pre-flop. Most tables I've played at have PFR's well under 5%. If you get a nice hand (in Omaha Hi, I assume) of KKQJ double suited, limp in (because truthfully there is no hand that truly dominates random cards like there is in Holdem), see the flop for 0.25 or 0.50, or $1, whatever it is. If you totally miss the flop and the action gets nuts, toss it away. 100BB is a lot of pre-flop variance insurance. Play the hands cheap, play your premiums a little more expensive.
Remember what Monk says--Unlike in holdem, it isn't uncommon to see a player raise pre-flop, miss the flop, and toss the hand away to a bet. Play early as cheaply as possible, call/re-raise with solid hands, and from there, see what you get and don't be afraid to toss a hand away.
Just don't bluff too much--the donkeys at $25 PLO don't understand what a pot-sized turn bet means, and will call you with whatever crap they have.
