I get the feeling he needs the free card more than you do, I'm guessing he is on a flush draw with perhaps an A3 as well. The only hand that eats your lunch here is a set with A3, so I'd bet it. I can't see anyone slow playing a set with that flop unless they have a monster behind it (or they are an idiot, which I guess is entirely possible).
I don't know if I'd go a full pot tho, probably 1/2 to 2/3. He's got about $60 left, so bet $30. If he was to come over the top of you then you'd have odds to call. Of course, another argument can be made to just push him most of the way in with a full pot bet, but I think a lot of guys fear the 1/2 stack bet more, since it seems like a milker.
If he flat calls then I probably check behind on the river if it blanks, pushing if you hit your low or better.
